Is there a way to list all of my games in TA that I have not completed, ordered by their completed TA ratios?

Better still, order each game by each game's hardest achievement TA ratio, as some games like Braid are all too misleading with that one very hard achievement.

In the settings you can choose to display the games ratio either by game ratio or by your ratio in the game. Make sure this is set to display the games ratio then on your games page just hide completed games and click on the ratio header to sort

With Dakota's method, you can sort by the ratio of the game itself (all achievements), or the average ratio of your gained achievements from that game. You can't sort it in any way based on one single achievement.

The best way to view individual achievements would be to use the my achievements page. Filter it to achievements you don't have then sort in descending ratio.this may give you more than one achievement per game though.

From there you can also filter to it only show achievements from a specific game.

Thanks guys. It's too bad I can't have my cake and eat it too, but I'm impressed TA has the ability to do what I ask natively!

This list makes it easiest to find the hardest games, not the easiest ones. Try it yourself.

Currently not possible, you can sort by overall score for the game but not by the scores of ratios of individual achievements.
