It's not just the HDD you need to worry about. To use DLC, you need to be in one of two situations.
A) Playing on the console it was originally downloaded on
or
B) Be logged into the gamertag that purchased them
Unless you know someone local who has the DLC already, I don't see you doing this without breaking the ToS |

Whether it's their console or not, since sharing in-house is allowed, but unless you're over there, or they bring their console to your place or something, breaks the ToS |
