Brand New Controller Not Receiving Power

I just opened up a brand new controller and put batteries in it and when I hold the guide button, nothing happens. No lights, no nothing. I've tried using different batteries, different battery packs from my other working controllers, and turning the xbox off and on again, and nothing has worked. What gives? And I don't have a receipt so I cannot return the controller to where I bought it since I bought it while I was out of town.

Also, I do not have a play-n-charge kit, so I can't try that.

It should still turn on regardless but have you tried synching it?

Try rapidly pressing the start button on the controller. That is another way to turn them on. The only other thing I can think of is to go buy yourself a play and charge kit and plug it in. They aren't really that expensive, certainly cheaper then a new controller...
