The collectors edition of Street Fighter IV provided the brawler costume pack for free.
It is possible, however, to get this pack for free even if you don't own the collectors edition.
Just use the following link and you can download it to your console:

I found the link by checking my download history online and saw that the free pack was a separate download to the normal one they charge for.
Hope someone finds this useful 
*edit* The brawler pack contains alternate costumes for Zangief, E. Honda, Rufus, El Fuerte, and Abel. It usually costs 320 points. |
