What sort of a time investment is necessary to complete the multiplayer achievements? Is there still a lively community? Are these boostable if not?

Time investment to reach lv 50 with Turret-Hacking is ~ 20 - 25 hours. Takes awhile to get to lv 24 to get "Speedy Hacker" which really speeds things up. There are plenty of players online, but to reach lv 50 without boosting will take much longer.

There's also a serious problem with the Rapture Metro pack - you get achievements for playing non-private games on the new maps. Unfortunately there's no way to choose those maps, they're assigned randomly, and if any one person in the lobby hasn't paid for the DLC, you're assigned one of the on-disc choices.
