In percentage terms, this means that discontinued achievements makes up about 1.5% of all achievements, while unobtainables make up less than 0.2% of all achievements.
There simply aren't enough of them to generally make a huge impact on people's completion percentages, and certainly not enough to warrant a whole new leaderboard.
Frontpage says 120K achievements are being tracked.
Ah, there must be 200 per page then - in which case, double all the figures I quoted above, however the percentages remain the same. They are fairly insignificant, particularly unobtainables.

Frustrated people who feel an unobtainable or discontinued hold them back are forgetting the people who did get it in time and they themselves would get an advantage of being able to unlock it without the requirements.
To clarify: unobtainable achievements have never been obtainable, ever.
I think it has less to do with the leaderboard, it's that people want to always be able to chase 100% - where 100% means "all achievements that it's possible for me to unlock". I'm personally a fan of having this statistic (although the difference is actually negligible) but I don't believe a leaderboard for it is warranted.
