Capcom have confirmed that Resident Evil: Operation Raccoon City will receive a free chunk of DLC centred around the Spec Ops deployed to investigate and attempt to control the outbreak in Raccoon City. Here's the full blurb:

Deployed to Raccoon City to establish the truth behind what led to the deadly virus outbreak, the Spec Ops squad will meet a familiar face on their journey. Fans of the series will be able to re-visit the moment when Jill Valentine encounters the Nemesis, sent by Umbrella to eliminate all S.T.A.R.S members. On a battle field that can only exist within the terrifying Resident Evil universe, players will need to fight off the opposing team members from the Umbrella Security Service as well as zombies and B.O.W.s to succeed in their mission.Players will be able to jump into the shoes of Tweed, Dee-ay, Harley, Willow, Shona and Party Girl when the DLC goes live on April 11th. The retail game hits stores on March 20th in North America and March 23rd in Europe and Australia.

You lie, there is tonnes of games that have free dlc with achievements e.g GRAW1, Timeshift, Brink (At one point it was) and so forth.

Just wait, someday soon you will pay for the title screen and the rest of the game will be free DLC to help boost sales!
