Nope, its free. Just call and cancel your preorder after you get the achievement. I called and the guy was pissed when I told him that I switching to PS4 because they
don't restrict used games and don't require you to check in every 24 hours.

^ As per the title of the achievement, you need to preorder the Xbox Done.
You have to preorder from the dashboard. I presume this is the same "exclusive" achievement you get by preordering elsewhere.
