Go to options, set the game to easy, and allow yourself as many lives as possible.

While playing through the game, you unlock Roo on Stage 2. There will be a mid-boss battle consisting of a colorful thug and a kangaroo.

Focus all of your attacks on the thug. Take him out without taking out the kangaroo, and the kangaroo will run away.

Congratulations, you've just unlocked Roo! Achievement should pop after Roo runs away.
