OK This one took me a bit but I finally figured it out... more or less just kinda stumbled upon it. Use the following map to help guide you from one location to the next following the numbers starting in the lower left side of Arkham City.

paddycfc22 Heeeeeeelp,when I go too number 4 and go in detective mode it won't work, I don't get to check his body

Isis88 I had the same problem as paddycfc22 - fourth body wouldn't do anything, but, as they said, a simple reload and it worked fine.

Zavistic Seems that if you get to 4 too quickly it doesn't let you scan him.
