Follow your way in the Road to the World Cup mode and after you qualify, keep playing games until you reach the final and win it to get the achievement. As always the more traditional football countries are England, Brazil, Argentina, France... those have the best teams and will increase your chances of winning.

You can always start from the World Cup, instead of qualifying. But you can get both achievements in one walkthrough.
NORML RASTA MAN how come on none of these achievements they use the 2006 winner...ITALY!!!!
