This achievement is easily obtained.
If you have completed the game already go to chapter select. Mission 7, Chapter 4 - 'Revenge' on casual difficulty.
as soon as you start you should be in a room with a door infront of you (DONT OPEN THE DOOR) just yet. walk next to your partner and press B, continue to press B to make your friendship rank go down. to check your friendship rank press START then look in the lower left hand corner next to how many kills you have during that mission. the lowest friendship rank is 'Hateful', once you get there continue along with the mission... you can also shoot your partner to bring camarderie down (Thx to JCkillner for that information).. when you get to the final cutscene you can choose whoever to kill dosent matter (thx to EvilDeanius for that information).. done! that was easy wasnt it? after the credits roll the achievement is yours.!

Also 'Fundy1842' said in the comment below that his partnership rank had a habit of going up and down during the last battle.. so if you are having trouble with this aswell make sure to kill everyone first, then right BEFORE you plant the C4 on the door, bring your partnership rank down.. hope this helps (Thx 'Fundy1842' for this helpfull information!)
JCKellner I think you only need the Hateful part, I had Hateful Survivors and this achievement still unlocked at the end. You could also shoot your parter to brind down your camarderie

EvilDeanius Doesn't matter which option you choose at the end, i chose to kill my partner and it still worked, because the decision only effects morality, not your friendship.

Fundy1842 My partnership status had a habit of going up one notch (or going back down one notch when trying for ambiguous partners) during the course of the last battle...
I would suggest making sure you are where you want to be BEFORE you plant the C4 on the big door at the top of the stairs...I actually waited to do my + (or -) camaraderie until after Id killed everyone and before I planted the C4 and it worked just fine...

TX JMAN I have done everything the guide and comments say to do. But yet for some reason right before I pick who I want to kill the friendship always jumps up one and no achievement. I did this about 10 times in a row and samething everytime. I was spend roughly 5 minutes when the mission started just smacking and shooting rios. Then I would do the same right before I planted the c4. Any ideas to what I can do?

Phoenix C64 just to clarify, it's "hateful GENTLEMAN"... i thought hateful was lower than hateful gentleman and spend waaaayyy to much time hitting my partner, hehehe.
then before the C4 i hit him a bit more, just in case, and got this. thx.
