There are 9 character bio intel items to collect in each mission for a total of 45. Collecting exactly 30% is not possible (that'd be 13.5 pieces), so after you collect 14 pieces this achievement will pop.
If you're starting from scratch and follow the videos below, then it will pop during the Blofeld's Lair portion of the OHMSS mission.
If you've already completed the missions and you're looking to play clean up, you can see how many you have from each mission in the mission select section and plan accordingly.
If you follow the videos exactly, you'll end up unlocking 9 intel related achievements. This one, Web of Intrigue for collecting 30% of the organizational intel, 5 achievements associated with collecting 100% of the items in each mission, and finally 2 for collecting 100% of each type of intel.
