There is a new easiest level to do this on! If you have the ODST campaign, load up Uplift Reserve, make sure the following skulls are turned on and that it's on Legendary, and just blaze your way through.

Blind
Catch
Cowbell
Famine
Grunt Birthday Party
Iron
IWHBYD
Mythic
Thunderstorm
Tilt
Tough Luck

You may want to practice run in through on a lower difficulty first just to get the hang of it, but the level only takes about 3 minutes. Check this video for a good path to take. It took me only maybe 10 tries to get it perfect on easy, but when I went to record this video, it was my first take.

3 spots to point out: You MUST hold

while going over the rail, as viewed in the video, while going up onto the rock immediately after (honestly its miraculous I didn't die there), and one last time at the final little ledge right before the end of the mission.

This worked perfectly for me. Took me half a dozen tries and the achievement unlocked. I can also vouch for this unlocking if you're in a 'Done... Unlocking' state. Mine was stuck in this state for over a month but unlocked successfully after this run through.

I've done this twice so far with the achievement in a "done, unlocking..." state but it still didn't unlock for me, unfortunately

@liner were you absolutely sure that you had all the skills on, including non-scoring? If so, then it's just an unfortunate reality that MS has lots of troubles with achievements still

Beat this twice on LASO with every possible skull on even the non-scoring ones.

Just wanted to add two things. This did work for me so YAY! Secondly, I suggest plugging in a second controller to help with checkpoints. I only got two of them. One was where you skip the S shape ramp and two turrets. You can hide your guy behing a rock with toggle crouch. The other checkpoint is on the bridge so your "partner" is fine there too.

Unlocked without delay! Just want to point out that it's safer not to do all of the shortcuts....time is not important. The hardest part is actually getting into the warthug. So throw your grenades at the enemy group on the left side, while you are closing up towards your ride!

In all my times trying this level, I've found that the absolute safest route is simply jumping in that warthog as a fast as you can and ignoring all the enemies. I've run this level about 50 times in a row without dying

I beat this with all 12 skulls on and no achievement. I did save and quit twice during my run, does that void it?

This. This solution right here. Best guide for how to get the achievement. At least in my opinion. Very awesome. I'm glad to have a video guide for something this tedious. Thank you much. A+
took about 4 or 5 tries I want to say.
My tip is instead of going for the warthog that the marines are trying to get, rather just take one of the 3 (2 are being commandeered by other marines and one is on the rock wall) that are to the right hand side of the one they are trying to lock down to avoid most grenades. What I did was walk towards the warthogs that are driving around . they will be driving towards the fight, but they will stop if you are in front. command the marine to get out of his warthog and take the drivers seat. then continue as the rest of the video does.

Just to add that you must not die. Save and quit voids the achievement.

I got Classic too this way but neither unlocked the first time when i died at the end. Second run i didn't die and popped both.

So follow the video and do it in one run.

It worked! Thanks a lot for your suggestion, I only died a few times in the very beginning but I managed to work it out grabbing one of the warthogs on the far right, then switched ot a Ghost and just zoomed my way up the one rockside and kept going,s topping ONLY to grab more health kits when necessary. Great strategy!

Thanks for the video showing those little short cuts, got it on the second try. Skipped the end cut-scene and as Mombasa Streets was loading it popped up.

I found it helped to laser the first group of enemies while running straight to the warthog to help prevent the barrage of grenades that hit the warthog.

If you die. Save/Quit before you respawn and then resume. This will put you back to the last checkpoint instead of restarting the whole level.

This method to obtain the achievement can be abused by simply loading from Rally Point Delta. I got lucky and did it first time.

(Same as all the par times, scores and Legendary completions count by loading from Rally Point where available)

***Edit: As of the Season 8 Patch in October, this no longer seems to work***

Unfortunately this got stealth-patched with the Season 8 update. It was working with 3/ODST/4/Reach for anything relating to difficulty or time Legendary/under 3 hours/ Par Time / Par Score etc. But
it doesnt seem to work any more

Spent ages trying to get this to unlock with all the skulls on, finally unlocked Solo Legendary with just these 12 enabled:

Thanks @The Great Chai, yes - you don't need to activate all 27 or so skulls (including experimental), just the 12 you have listed. Got it Feb '23.

How do you even get in a vehicle? Everytime I get to a warthog, I can't even get in. I'm stuck trying to walk cus I can't get in the warthogs.

When the game first released, there were far fewer skulls than at current. I've updated the original post to be more accurate about which skulls to turn on.

The guide worked great, funny enough the most irritating part is grabbing the first hog as it's all RNG with what, where and how many grenades fly towards the hog as well as how much the choppers target you.

I found it easier to use the laser to shoot the 1 chopper you can see in the distance while you're running up the hill and then just take out the 2 brutes from the bushes with the laser.

At that point the grunts are all over the shop, the marines are pushing and the hogs probably flew way back to a safer spot [ unless there is a closer one to steal ]

Also for those on PC/Keyboard My crouch button (Left Ctrl) is what pulls the ghost's nose up for those rough spots.
