There are only three rocket launcher guys in the whole game
If you spot them, and they are shooting rockets at you, catch them with clicking the Right Stick and throw them at them or other enemies with the Right Trigger.
After that reload last checkpoint and do it again.
If you have this early you do not have to worry for it later.

good tip from FailedSeppuku

Best place and first rocket guy is at the end of Stage 3, before you get on the train. He's top left and there are about 10 other guys to blow up, there are also 3 shield guys to do the shield achieve. The checkpoint is right as you enter the area too.

Fall of Zebes Another good opportunity is after you fix the bridge in Act 5. He is in the top right tower at the end of the bridge, and there are TONS of enemies to kill.

KroganKeller I've killed more than ten enemies grabbin rockets but the achievement doesn't poop, Sure you have to kill other people than the guys with the rocket launcher?

KroganKeller I've played the whole game again, reloading checkpoints where the enemies with launchers are, also killing fie of this guys giving them their own rockets and nothing. Also in the tracking section of the main menu says "0/5" in the part of the rockets.

Don't know how to delete the savegame (I Think it saves in the profile like Dark Void) so I guess I cannot do anything T_T

Anyway, a positive vote and thanks for the help.

o EcLiipzE wow i ended up getting the achievement, and i was right every bit of the way....okay, the game is one of the very few games that saves on your profile and not on a storage device....such as dark void or halo 3 and such but even more weird....you wont see your save data for this game on the hard drive at all...so it glitched the count of rocket grab kills and wouldnt register any kills, i had to do another playthrough. It doesnt work for everyone, hope this helps anyone reading to understand better
