I can confirm that this achievement is GLITCHED in the same way the xbox360 one is.

I tried to find out what exactly causes the glitch to happen, aparently something you do in game resets the achievement tracker, causing it to ignore the upgrades already bought.

The solution to 100% unlock this is still the same as in the xbox360 version.

Play the game as you normally would, but DO NOT buy any power upgrades untill you are at lvl50, with 1065 clusters and after you finished the "Kinzie's Gambit" mission.

Before purchasing the upgrades make a hard save, just in case.

This is very doable on casual difficulty, since it is almost impossible to die, it's a little annoying, but it beats having to play the whole game again, as I had to do.

Also, the upgrades related to challenges and those related to loyalty missions do not count toward the achievement, since you do not have to purchase them.

Rafael D ArroyoYeah man, maybe you can find a solution to solve this, but I tried EVERYTHING, if I had to guess I would say that buying too many upgrades too early in the game causes this, on my turn I got stuck at 96% I think, I just cant believe they didnt solve this on the one version, it was a very known issue on the 360, its just lazy porting.

Apostle92627Work around worked! I played without purchasing the power upgrades until I stopped at the final mission. I can also confirm no power or power upgrade you get from a mission or challenge counts toward the achievement, not even super speed or super jump (which you have to technically purchase). The achievement stays at zero. Also, if you're going for Challenge King but need to replay the game to get this achievement, it doesn't look like your progress will get overwritten. It looks like progress may be playthrough-specific. On my main playthough I'm at 90 percent. On my second, my progress finished at 36 percent since I didn't care about the challenges.

ThaDevilzHandI'm not 100% sure, but I think at least part of the problem is the Death From Above power. I was on the mission where you're in the mech to save Gat, and I was able to upgrade it during that even though I hadn't used it yet or anything. Maybe you're suppose to wait until you do the little tutorial mission for that power, 'cause I'm stuck at 98% on the achievement now. Not sure what the other could be when stuck at 96% though.

Pursuit of LootCan't believe I had to play through the whole thing again to do this. Unlocked all the skills after finishing the Kinzies Gambit quest and it popped. Thanks Rafael smile

mdg79For me it unlocked without any problems. Bought the upgrades as soon they became available and when I had enough clusters. Only "Halfway Home" and "How It Should Be" didn't unlock at the first time. For that I had to exit to the main menu and continue again,

I ASK NO ONEI had to unlock every possible upgrade to get it to unlock on the One. The 360 unlocked for me after all upgrades were purchesed. At least on the Xbox One version the cheev tracker gives progress.

Cellar AtticI had no trouble getting this to unlock. I purchased all upgrades when they became available, and did not wait until level 50. Some upgrades will not appear until late in the game, with the last three becoming available after beating Kinzie's Gambit. Happy hunting!

2020 and it’s still glitched. It just screwed me out of the achievement on PC. Now 2 out of 3 consoles I’ve played it on have screwed me.

BahaumautGot hit by this too. Reloaded an older save, around when the random gangs start appearing again (before Johnny and the Death From Above are unlocked), but I was still stuck at about 98% even after playing through the storyline and purchasing the rest of the upgrades once everything was available.

Currently playing a new playthrough. Not upgrading a single power, which is a pain because run and jump have some good quality of life improvements when upgrading. Good news is that the tracker updated with my new save, dropping back down to 0% to match my current status. So I can work on getting to the late-game stage where Kinzie gives the last power and its upgrade, get the 1K-ish clusters for the upgrades, and see what upgrades count or don't count for the achievement. In particular, whether any % is gained by getting the challenge-based upgrades (mostly the Rifts) or the quest-based ones. Given that CID gives a story-based elemental change (Fire Blast), I'm guessing the free ones don't count; only the ones that actually cost clusters will. But I'll investigate whether any unlocks are necessary.

WibbleboyI've finally managed to unlock this achievement, and for me it was purely random when the glitch occurred while purchasing power ups.

I missed it on my first playthrough, so I did the preparation thing for my second playthrough (I needed to play another 10 hours for the 30 hour achievement anyway). I waited until I was level 50, had collected enough clusters and completed Kinzie's Gambit. I made a manual save (several actually, just to be sure).

I then ran through and bought all of the upgrades and still ended up with 98% at the end.

I went back to the save and purchased the upgrades one at a time and checked the progress bar in the achievement tracker, it failed to advance when buying "Sprint Speed 2". So I returned to the save and tried again, this time it failed to advance when buying "Jump Height 2".

So I tried the laborious process of manually saving after every few upgrades, then reverting to that save if any of the powers failed to advance the progress bar. I needed to to this 5 or 6 times before I finally managed to purchase all of the powers and reach 100%.

Based on those limited observations, I suspect that it's not a particular problem with the current game progress, etc and so it's probably safe to purchase the skills as you play normally. But ensure that you do the following when purchasing powers:

* Make a manual save
* Make a note of the current achievement progress percentage
* Purchase a single power upgrade
* Check the achievement progress again, if the percentage changed then you're fine. If not, revert to the manual save and try again.
