4. Taking Over Steelport
To take full control of Steelport, you must own all of the Cribs, Stores and Properties, as well as complete all Activities and Gang Ops. Some Cribs, Stores, Properties and Activities are purchased/completed throughout the story. If you want to complete an area quickly you can use the 'City Takeover' upgrade, which automatically completes all City Takeover gameplay for an entire hood, but you may not be rewarded with any associated upgrades.
ACTIVITIES
As with Saints Row 1 and 2, taking over the city is associated not only with missions, but also with activities. There are a variety of different missions, most of which are from the previous games. However, there are also variations of the old activities, each of which are well thought out and tie in with the associated homies nicely, and new activities.
Escort
Carver Island (Tiger Escort)
Drive around, avoiding the Steelport Zoo vehicles. If the rage meter gets full up, complete tasks to calm the tiger down. Fill up the courage meter to finish the activity.
Easy: New Baranec. Story related: Act 2, Eye Of The Tiger. $2,000 reward.
Medium: New Baranec. $4,000 reward.
Hard: Yearwood. $6,000 reward.
Reward: Gang Customization - Wrestlers.
New Colvin.
Pick up the client and drive around completing the various tasks (driving to a location, killing a target, powersliding, etc), whilst staying away from the paparazzi. Avoiding the paparazzi is easier if you are driving down a long road, weaving in and out of traffic. The activity ends when either the Pleasure meter or the Footage meter fills up. Unlike previous games, there is only one client per activity.
Easy: Camano Place. Story related: Act 2, Escort. $2,000 reward.
Medium: Camano Place. $4,000 reward.
Hard: Wesley Cutter Intl. $6,000 reward.
Reward: Gang Customization - Strippers.
Complete all six instances of Escort to unlock the "Your Backseat Smells Funny" achievement.

Guardian Angel
Hard: Henry Steel Mills. Story related: Act 1, Guardian Angel. $2,000 reward.
Aim in front of cars with the Annihilator to destroy them. Avoid damaging Pierce's vehicle as much as you can. In the second part of the activity, use the McManus 2015 to eliminate enemies one by one, or shoot their vehicles multiple times to make it explode.
Easy: Ashwood. Story related: Act 2, Guardian Angel. $6,000 reward.
Eliminate enemies one by one with the McManus 2015 to allow Kinzie to get to her vehicle. Once she is there, you follow her around in a helicopter, shooting enemy vehicles with your Annihilator. Aim in front of enemies to destroy them quickly.
Heli Assault
Stanfield
Use the Vulture's machine gun to eliminate vehicles, as the rockets have no homing ability. Fly relatively low and keep checking your radar for enemy helicopters. Protect Kinzie to allow her to go to all stops to complete the activity.
Easy: Brickston. Story related: Act 2, Heli Assault. Three stops. $2,000 reward.
Medium: Ashwood. Four stops. $4,000 reward.
Hard: Salander. Six stops. $6,000 reward.
Downtown
Use the Tornado's homing missiles to eliminate vehicles to protect Pierce. Fire the missile before you have locked on to the vehicle to take it down quickly. Fly relatively low and keep checking your radar for enemy helicopters. Allow Pierce to reach all of his stops to complete the activity.
Easy: Henry Steel Mills. Three stops. $2,000 reward.
Medium: Sunset Park. Four stops. $4,000 reward.
Hard: Loren Square. Five stops. $6,000 reward.
Complete all six instances of Heli Assault to unlock the "And Boom Goes the Dynamite" achievement.

Insurance Fraud
Drive to a bonus area and aim to bounce off multiple cars for maximum money and adrenaline. Large car combos can rack up money quickly. Obtain the amount of money specified before the time runs out to complete the activity. If you have adrenaline once the timer finishes, the activity will not end until adrenaline has run out. If you are struggling with earning money in these areas, go to a freeway to get hit by faster cars.
Carver Island
Easy: Bridgeport. Story related: Act 2, Insurance Fraud. $70,000 needed. $2,000 reward.

Mayhem
Move around and use your weapons to destroy as many objects, people and vehicles as possible. To obtain high scores, chain together large combos. Areas of fencing and piles of trash/boxes are ideal for this. If you have access to the VTOL, use this to make the Mayhem missions a lot easier, especially for the harder missions.
Stanfield

Prof. Genki
Focus on killing as many mascots as you can and evading the traps for bonuses. Shoot the appropriate targets and collect presents to make life easier for yourself. Kill mascots within a short period of time for a combo bonus, and aim for headshots for even more bonus money. Hunters are very difficult to kill. It is often better to ignore them where possible and focus your aim on the easier money targets.

Trafficking
Aim for headshots on the enemy drivers to eliminate cars quickly. When your driver is making a delivery, eliminate as many of the enemy as possible before you set off again. You may have to headshot Specialists from choppers, shoot buyers that do not want to pay and kill pursuing police before advancing. You have a limited supply of explosives, so use these on Brutes.
Downtown (Trafficking)
Easy: Henry Steel Mills. Story-related: Act 1, Trafficking. Two stops. $2,000 reward.
Medium: Loren Square. Three stops. $4,00 reward.
Hard: Sunset Park. Four stops. $6,000 reward.
New Colvin (Ho Trafficking)

Aim for the blue tanks and blue flames on the floor, whilst avoiding the red firewalls. Destroying blue tanks will give you time bonuses each time you pass a checkpoint. Pass all checkpoints within the time limit to complete the activity.

Medium: Burns Hill. 14 checkpoints. $4,000 reward.

Aim for cars and people, but don't hesitate to drive off-course for the flaming areas on the ground for time bonuses. Pass through all of the checkpoints within the time limit to complete the activity, destroying as much as you can in the process to increase the time limit.

There are 10 cribs across Steelport. Most of them are acquired by completing the story, but there are two that require you to purchase them. There are many rewards for obtaining the cribs. They serve as stores for your weapon cache, as well as a place to obtain and save all of your vehicles. Some of the cribs also serve as Strongholds, allowing you to upgrade them for increases in weapon ammo, hourly city income, and bonuses towards respect and money.

There are 32 Gang Operations around Steelport. You must get to a location and defeat all marked enemies to complete the Gang Op. Your reward for doing so is an increase in the district control. Two Gang Operations in the Downtown district are story-related, in Act 1, Takeover The City. The image below shows all 32 Gang Ops. The two Eastern-most Gang Ops in Henry Steel Mills, Downtown, are the ones that you will obtain by playing through the story. Note that some Gang Ops will be at varying heights.
