This can easily be obtained within the first level. Mobius Evalon notes that it is also possible to unlock this by reloading a checkpoint, if you're doing it that way though it may require that they be done consecutively before turning off the game.

Start a New Game on Easy or Load the level from the menu and play through the mission as normal until you surface below the ice and drag the lone patrolling guard to a watery grave. After this enter the hut and head shot the sleeping guard with an Airfoil Round (1) before cutting the power.

Make your way back outside, boost your partner over the fence and climb up yourself, once you've dropped down the other side climb up the ladder and jump to the zip line to reach the next checkpoint.

As soon as you land, take aim and head shot the guard in front of you with another Airfoil Round (2), it is important to get a head shot when using Airfoil Rounds otherwise the guard won't go straight down, which is we why we've used the them first against the nearby enemies. Quickly change to the Sticky Camera and fire one a few feet in front of the cabin doorway, releasing the gas when the two guards approach (4).

Drop down and proceed along the balcony, you can now either use your last Sticky Camera and attempt to get both guards as they pass through the gate or you can wait for them to separate and then pick one of them off with either an Airfoil Round or a Sticky Shocker. One of the guards waits in the open doors of the cargo containers and so is easy pickings, however I found it easier to line up a shot on the second guard when his patrol took him around the back of the container, I also went for the Sticky Shocker as well so I didn't have to worry about a head shot.

Now you can either quit the mission, continue or restart it and save the gadgets for later in the mission.
