Ok, so after completing this on hard, and seeing no solution, I thought I would post my advice on how specifically to complete the end of game boss fights.

The first section of the level is a proper slugfest - survive the initial attack (take out the guys on the wall first), then make your way forward, slowly using bullet time and headshots to pick off the enemies. They do feel unlimited, but they are not, so just take plenty of time and pick them all off. I found it easiest to hang back by the stone stairs, and just inch up, and retreat, picking them off this way.

Nest comes the helicopter. There is the rocket launcher in the building on the left (it does respawn), so just hit it, hide for a bit, rinse and repeat.

The next main bit is the the bullet time showdown with 18(!) enemies. Make use of lefty/right dodge and fire as quickly as you can - for the last 5-6 guys, just shooting straight away should actually kill them.

Ok, so then you get to the boss battle - this took me almost 2 hours, so bear this in mind! My strategy works, but its still a real pain this bit.

For the first section you get rushed by a load of guys - kill them using bullet time (not too hard), then the end of game villan appears on the balcony. If you stay under his balcony, and inch back, you can take his health down without him hurting you. After a while, he retreats, and you get another wave of bad guys. The trick I found here was as you face the villain on the balcony, hide behind one of the pillars on the left and back a bit, near the reccess and the ground floor door. This way, no-one comes from behind, and they all tend to sit back, or get stuck round the stairs in front. This way you can take your time and pick them off. You then rinse and repeat the bad guy bit again. DONT PICK UP ANY CRANES BEFORE THIS POINT.

Then comes the really tricky bit - anoher cutscene and a big dud starts chasing you with a machine gun, and loads on enemies come at you (constantly). The easiest way to kill him, is via barage with the golden pistols, as he will die in one go. Ok, so what I did was run up the stairs, pick up a crane at the top, then jump across the chandelliers, picking up another one, run down the staris to get the golden guns (generally trying to avoid a fight). Then you should have enough for barage, so go at him head on, start barrage and blam away.

With him dead its back to the villain on the balcony. What I did then was (still just running round and killing the odd guy), pick up the other crane at the top of the stairs, another one on the balcony, and whilst up top, give him a full barrage with the golden pistols. This should take him to 1/4 health(ish), then shoot the statue in the middle to get the last crane, and barrage him again, whislt upstairs, to finally kill him.

Phew! Like i say, it sounds easy just reading it, and even though this strategy was working, and I could see as i was getting further and further, it still took about 2 hours of replaying. Good luck, stay with it, and if you want me to expand further, feel free to message me.
