Victory Points are the stars you get while playing the game for doing various things such as building a settlement or city, having the longest road, etc. The winner of each game is the first person to reach 10 victory points. There are two ways you can go about getting this achievement:

1 - Just play the game normally and eventually you will rack up the needed points. If you were to win every game, you can do the math and see that you would need to play 25 games to reach 250 victory points.

2 - Use the build/undo trick and get all the points in one game. Just start up a single player game against AI opponents and play the game until you are able to build your first settlement or city. Build the settlement or city and then choose the undo option on the menu. Build the settlement or city again, rinse, and repeat. Each build will count as 1 victory point despite the fact that the number on the screen doesn't keep going up. You can play with no time limit in single player, so you can get all 250 done in one turn.

While doing this, you will also unlock 'Villager of Catan' and 'Citizen of Catan' achievements.

Now here is why I would go with the second option...
There is a well known glitch in the game in which you cannot unlock two achievements at the same time. So if you were to finish a game and get two achievements, only one would count, and the other one would be glitched. There is a way to fix the glitch that you can look up on other forums, but better off to just avoid it to begin with. Therefore, I recommend to get Villager, Citizen, and Elder achievements out of the way right away by using the build/undo trick, and then work on the other achievements.

The achievements will pop in-game so you will know when you reach 25, 100, and 250 victory points.

Sounds kind of tedious, but actually goes very quick once you get used to the button sequence required to build and undo.
