Don't be deceived, this is actually one of the easiest achievements you can get. If you run out of lives, you can just start from the level you died on and use this method to clear all the way past 21 for the achievement.

Octobot SuperIn the later levels, the ghosts don't even turn blue when you eat a Power Pellet (they just change direction). You should mention that you can set the lives to 5 (which doesn't affect the achievement!).

AKA Ram KadyrovThis glitched on me and had me thinking i was going to miss out on the completion, i got all the way to lvl 26 with no pop and was starting to think the “advanced level” might refer to another SET of 21 levels that were advanced versions of the 21 you already played, as it is very hard to find info on this old game, but that seemed way too hard for the ratio because the levels after 21 are brutal.

But fortunately I decided to go back and replay lvl 21 and it popped right after i beat it a second time. I was playing on x1 using a cloud save, no idea if that caused the problem, but i have seen others claiming a bunch of achievements in this game are buggy so probably it’s just a game issue.

Proceed at your own risk with these old arcade games.

As has already been mentioned, you can in fact restart from the last level played since the game saves your progress. However, here are some things you should know to help you get through those last few levels:

    - Starting at stage 17, you'll find that the power pellets either do nothing at all, or only work for a few tenths of a second, max. They will usually make the ghosts change their pattern which helps.

    - At around stage 19-20, the ghosts speed up to the point that they can catch up to you during straightaways, even if you've already cleared the dots. You can still get away from them by making a lot of quick cornering.

    - You'll need to learn to master the fake-out around stage 19-20 as well; if you quickly change directions a couple of times, the ghosts will usually change their patterns, and allow you to make near-miss escapes.

    - I would suggest using the D-pad instead of the stick for the higher levels; it seemed to me that around stage 17-18, the input from the thumbsticks isn't fast enough to be precise - you'll miss turns, go the wrong way, etc. If you have one of the new transforming D-pads (I didn't) it may help even more.

    Good luck!

All you have to do is beat all levels up to the 22nd, then die and it will pop up. If you die beforehand you can just start the game over from that level instead of starting on the first level every time.
