Similar to the other two achievements. Best way is while boosting the Conquer the World achievement with Hierarchy. Immediately upon starting the game research level 1 of "Quantum' (the bottom one) It should take about 1 minute. Then have your boosting partner sell his base once he/she hears the commentator say 'he enemy has advance their research'.
Repeat 2 more times and you will get the achievement
