    This puzzle is pretty easy, but takes some time. If you don't have your RIG upgraded all the way, try to stay pretty close to oxygen refills scattered outside. You have to use TK to move the panels so the align with the adjacent solar panel. You know you will do this because the game stops it's movement. Watch out for the monster that's outside though, he will throw the homing Necros at you, so take him out quick!
