  10 minutes into the game, during Mission 2: Second Chance, you will receive your first and best opportunity at this achievement.
  
  Upon climbing over the wall in the video, a van will drive by and a scripted conversation and scenario will being. Cloak, and sneak up behind the enemies, making sure to line up their heads. Shoot, and the achievement is yours.
  
  If you miss, or get unlucky and don't unlock it, don't worry. Just use the same tactic in a different spot, as it's not worth replaying the mission from the start for this achievement.

  the guy from van actually did not walk like in the video for me, but remained ~5 meter away from the pair. I had to take another position (standing directly behind the "van-guy") to line up the head. nevertheless, the best position in the game for the achievement because of the checkpoint right before. thumps up.

  I got lucky later on in the game where 1 guy was glitched and kept walking into another guy. I lined them up and fired 1 shot for a double headshot.

  Just a tip, if the van doesn't appear after reloading, let them kill you and then load the game.

  Later on in the game, you'll kill an enemy with a Gauss rifle. When he dies, enemies will spawn outside the building you're in. Pick up the Gauss rifle, and fire out the window at the enemies. They're in groups, and you don't need a direct headshot with this rifle. Aim where there's any kind of overlap between 2 enemies you can easily kill both with 1 shot.

  Negative vote. Would be a positive if you had any more info other than "later in the game." Or what a Gauss rifle is (how do we know which guy had it?) Doesn't really help much.

  I believe this is also on level 16: Eye of the Storm, however, is the “boss” fight towards the end of the level. My solution below is much easier/quicker!

  If you missed the spot in mission 2 like I did, another easy location for this is right at the start of Mission 16: Eye of the Storm. Should take you no more than 1-2 mins.
  
  Right after you get out of the water, pass the guy at the railing to your left and straight ahead of you you will see two cell guys chatting. One will be leaning up against the wall. These guys are perfectly stationary and you have plenty of time to get lined up while in stealth.
  
  I would NOT recommend trying this while doing Stealth Assassin, although when I did it they went down instantly and I didn't get any attention whatsoever.
