Firstly you need the cyclone strike unlocked on the skill tree.
A good chapter to get this on is 'The Swamp'.
The enemies you face here seem to close in around you much closer than previous enemies on earlier chapters.
1. Get past the first section with the boardwalks, you then reach the part where you have several archers on top of large rocks protruding from the floor. You are better off killing these archers stealthily first as they won't attempt to come near you (if alerted) and can only disrupt you whilst you wait for the enemies to close on you.
2. Once all the archers are down, run towards the small fort in front of you and alert the guards inside (there are quite a few), then get into the open and let them close on you.
3. When you have 4 or more close around you, hit X and A at the same time to do the cyclone strike. If they are close enough you will hit them all and the chiev should pop.
I hit all 6 that were around me.
Be aware that the cyclone strike won't kill them unless their health is low, so you will still have to finish them off.
Good luck
PS. This is also the place where I got the 'Bull Rush' chiev. So if you haven't got it, reload checkpoint once you have the 'Whirlwind Strike' chiev and see my solution for the 'Bull Rush'.
