  They're all unlocked after completing the fourth film story (On Stranger Tides) but after that some have to be bought while walking around in the port hub area.
  
  

  Characters required for this achievement :
  *Scrum -- Unlocks when you beat Queen Anne's Revenge
  *Cook -- Unlocks when you beat Queen Anne's Revenge
  *Salaman -- Unlocks when you beat Queen Anne's Revenge
  *Garheng -- Unlocks when you beat Queen Anne's Revenge
  *Angelica -- Found on the On Stranger Tides story.
  *Angelica (Disguise) -- Buy for 10,000 Studs. Found on the London Town in On Stranger Tides. Unlock Code: DLRR45
  *Blackbeard -- Buy for 500,000 Studs. Found on The Fountain of Youth in On Stranger Tides. Unlock Code: D3DW0D
  *'Gunner -- Buy for 55,000 Studs. Unlocks when you beat Fountain of Youth in On Stranger Tides. Unlock code: Y611WB
  *Quartermaster -- Buy for 55,000 Studs. Unlocks when you beat Fountain of Youth in on Stranger Tides. Unlock Code: RX58HU

  If you are having trouble buying these characters, I'd suggest going to the beach in the main port (walk towards the screen). Alot of times I found missing characters I needed there.
  
  Also Gunner and Quartermaster are alittle rare to find keep walking in and out of each hub area and surely they will show up. Also have to maybe hit them to buy them using the (B) button.

  awesome tip on Blackbeard location, needs to be put in the solution maybe? although i had this achievement unlock without him also

  I unlocked this without Blackbeard or Angelica (disguised)... the only ones I had to buy were Quartermaster and Gunner.
  Scrum, Cook, Salaman, Garheng, and Angelica were free after completing the story mission 4-3 "White Cap Bay" (Angie perhaps a mission earlier, I forget).

  This can be the first achievement in the game you unlock, if you desire it to be.
  
  First thing to do, is start a new game. If you already have a save file, skip this step.
  
  When the cut scenes have finished you'll be in a room with six gold studs behind you, two silver studs, and one blue stud. You'll be playing as Will Turner.
  
  Press Start. Then select 'Extras', then select 'Enter Code'. Input the following codes:
