If you go to the baseball field between 2nd and council right inside the large H in wilshere written across the map ( or basically any sizeable open area you can find ) you can do this easy using elastic bands on the steering and accelerator and just walk away and let the miles rack up.It might take a few attempts to find the best spots and speed for the car but once you do your car will do perfect circles and get the achievement in no time
