  This is completed after defeating Two-Face in the Museum/Iceberg Lounge, as Catwoman.
  
  Various Two-Face thugs in Arkham City will be marked in Catwoman's thief vision mode with a gem symbol over their heads. Defeating these marked thugs will gain you "loot." Defeating 16 marked thugs will fill your loot meter, and the achievement will pop.
  
  EDIT: Thanks to LAW ACR and TriRock who note that all the thugs with the loot can be found in the areas of Arkham City surrounding the Courthouse, the Museum and its nearby subway entrance.

  Has anyone else had a glitch with this one? I found 15/16 and now I can take down everyone in The Bowery and no one has the gem symbol. I leave, come back; Nothing. I've spent around 40 minutes looking for this guy. Any thoughts?

  Same here Copper. Got 15/16, took down everyone. Is one inside the Courthouse/Museum/Subway?

  @copperwire and Sonic grunge. Try shutting down the xbox after exiting the game. Fire it back up and look around for more guys. The world resets and random appearances occur more frequently.

  For anyone confused by this Achievement, after clearing the fourth episode of Catwoman's story episodes where you fight Two-Face in the Iceberg Lounge, return to your main game as Batman then switch to Catwoman at one of the designated markers on the map. You will THEN be able to hunt down the 16 goons holding the jewels they stole from you. There'll be several around the Iceberg Lounge itself in the southwest corner of the map, and more by the Courthouse in the north side of the map. Use LB to activate Catwoman's equivalent to Batman's Detective Mode, the targets you need to take down with have a bright orange marker on them.
  
  If you check both areas and cannot find anyone else with the marker on them, try exiting out to the main menu and returning to the game as this will reset the open world and generate new targets.
