I got this pretty quickly, but I always play a stealthy game! For picking locks, go to towns and wait (or rest) 'til night when many front doors are locked. Go up to a door, crouch and make sure no-one is watching (ie; you are hidden) and pick the lock on the door. Rinse and repeat 50 times.

For picking pockets, go up to a solitary character, crouch and make sure you are hidden, press 'A' to pick the pocket. Now wait... look at the text below the image of the item you are about to pick, make sure the success % is high; my minimum limit in 80%; I ignore items (unless they are really valuable) that have less than 80% success probability. If it succeeds, save the game. Now attempt the pick pocket process again on the character. It's important you only pilfer one item at a time. Once you run out of easy items to steal, move to another victim.

The pick 50 locks part of this achievement will come through playing the game normally. You can make sure you get it sooner by picking every locked door, chest and display case you see. Picking locks is really not hard at all. If your having trouble once you found the lock starting to move take it slowly. That way you can save your pick from breaking by releasing you thumbstick when it starts to vibrate.

Now for the pickpocketing. If your character doesnt pick pockets for a living(like mine) then you will have a low skill level. To make it easier i suggest investing in the first perk "Light Fingers". I did this only once and it gains you: Pickpocketing bonus of 20%. Item weight and value reduce pickpocketing odds.

The technique i used to get this achievement was to reverse pickpocket keys onto people then take them back. I chose keys because they dont have a value and hoped the "Light Fingers" perk would help me a bit here. You have around 76% chance to place the keys on your chosen target. You then have the same chance to steal it back.
It makes it easier if you have multiples of keys, I went to the bard college in Solitude and pick pocketed 4 keys to the bards college. You can place each key individualy, and when you steal them back they all come at once. So thats 5 pickpockets from one target.
I found that doing it this way i could reverse pickpocket upto 5 keys without being caught. Then i would save it and take them back. Keep repeating the process of reversing 4/5 keys then stealing them back.
A good place to get this would be the bards college. Go downto the lower level and find the bedroom. Wait until night and you will have 4 targets in bed. If you pickpocket the 4 keys to the college you can then place them on a target and then take them back. Thats 5 pockets picked in a few seconds. Doing it this way will mean that you dont have to save between every succesfull pick, save after every 5 instead.

Don't forget you can check your progress in General Stats - Crime

Too Long; Didnt read: Reverse/Pick Pocket keys, its easier.

I have just found what I think is probably the easiest way. For the 50 Locks just play through normally. Grind your way through all of the dungeons and you'll have this in no time. As in Oblivion, there are many locks in the game.

Now for the pick pockets, find a guard and place 1 gold in his inventory; repeat untill you have 50+ pickpockets. Took me literally 2 and a half minutes to get 50 pickpockets

    - Always open jail cells and chests you find around Skyrim, even if you don’t necessarily want anything from in there.
    - Always carry enough lock-picks. Buy whenever possible. Even breaking them earns you experience for that skill, thus making it easier to lock pick.
    - Doing the Thieves Guild’s final mission, “Darkness Returns,” you’ll be able to get a special ability that will help you remain incognito. No spoilers!
Use the standing stone, the Shadow Stone and once a day players can become invisible for an extended period. That helps with pickpocketing. You’ll find it south of Riften, in the small mountain in the middle before the big mountain range to the south.
    - You have to be crouched to pickpocket, and do so from the shadows and only grab when the reticule’s eye is closed (i.e. a thin horizontal line).
    - Remember, it’s free to look, but grab something and get caught and they’ll turn on you and you’ll get a bounty. Always note the percentage… 90% ones are fairly risk free
