If like me you have been doing sidequests and have not yet done much of the main story you can visit a dragon point called Shearpoint, it has a word wall with all three words to the "throw voice" shout. Of course there is a dragon there but also a powerful undead mage. I was level 25 when I went there and it still took a beating. Drops some pretty good loot aswell.

Remember you need 3 dragon souls to fully unlock the shout.

Location - Northeast of Whiterun and directly north of Fellglow keep.

DimmockJust need to kill them, as long as you kill a dragon you will absorb its soul.

SharkFanMII would also mention that you have to spend the souls in the Magic menu... I kept wondering why it didn't pop after I got all three words.

WhiteRaven07Thx sharkfanMI. Checked 5 sites and no one thought to say you have to spend souls in the magic menu? Lol pain in the ass. Finally got it when I spent the souls. Killed 10 dragons and hadn't used any of them. I never would have noticed.

The easiest way to gain three words of a shout (Unrelenting Force) is by simply following the main questline, up to and including 'The Horn of Jurgen Windcaller', which isn't very far down that questline, in case you don't want to do the story just yet.

If you're in a real hurry for the achievement, it is not necessary to complete 'A Blade in the Dark' first, which is given by Delphine who gives you the horn at the Inn.
