How I got this achievement:

Firstly to rank up to Level 5, this unlocks the first few abilities to purchase.

Secondly buy the chosen ability (the first few aren't too expensive) by the time you've reached Level 5 you should have plenty of enough points to buy one.

Once purchased the achievement should pop!
