    REDZERO UK's solution is spot on. I would just like to share this video I made for the "Party's Over' achievement for those who may be interested.

    The video is the same battle with Raiden VS Fatman from the campaign besides the fact it has been recorded through Boss Survival. The difficulty is set to hard which makes Fatman take a bit longer to die. The same method applies as REDZERO UK gives, shoot the hell out of Fatman and don't let the bombs go off. The timer to the right of the screen is the one to keep an eye on as this is the amount of time left until the bombs go off.

    a Fi1thy CasualI would add that claymores can make this battle 100x easier for two reasons:

    1.) They deal damage to Fatman and knock him down, giving you a free headshot (if you are close by). You also save your SOCOM ammo for the guaranteed shot instead of using 8 bullets just to knock him down.

    2.) If he is planting bombs (and on the harder difficulties planting 4+ bombs) I found if he gets hit by 2 more more claymores, it will interrupt his pattern. There were many times I only had 1 or 2 bombs to defuse because he kept setting off my claymores.

    I would set 4 claymores up in the center area, and 1 on each pathway to the left and right (that is 6 claymores total). If you don't have any claymores I suggest crawling on the EF bridge to collect those (6+) and going to Strut F in one of the Level 2 doors is C4 and claymores. Also, the brown wig (infinite right trigger items) was very useful.

    a Fi1thy CasualScratch that about Strut F: the claymore is behind a level 2 security door you can only open after Fatman. Just confirmed on my extreme run.

    However, the claymores on the bridge are still accessible (just crawl over them to collect). On extreme I used the infinite wig and planted claymores EVERYWHERE. Made this insanely easy.
