I had a really hard time with this level, but it figured it out. You want to hit the main enemy in the back every time. Don't worry about the time slow down power, it's not really going to help you. What you want to do is power punch (extending arms to the side) him in the back. IMMEDIATELY do a flip jump over the top of him (extended arms up and slightly angled). He will have flipped around to shoot you, but since you flipped over him, you're now still behind him. Power punch and flip again. Do this as many times as you can. If you flip close enough to him, you may get an extra hit from a jump punch. This won't do a ton of damage, but chipping away at him is the only way I've been able to do this.

That's the easy part. When he gets down to half health, two more enemies will enter the screen. One is a ninja and the other is a muscly guy with flailing arms. The muscle guy is what got me pretty much every time until I beat it. The trick here is don't fight; run. The main enemy's gunfire DOES damage other enemies. So instead of trying to deal with 3 guys at once, put as as much distance between you and gun dude as possible and let the others come to you. They will essentially act as a bullet shield and take the damage for you. When they get too close, flip over them and flee to the other side. Once they're taken care of, go back to chipping away at the main enemy.

It takes a lot of energy with the constant jumping, but this is how you do it. Good luck.
