  You'll get this through natural story progression, near the end of the game. However, if you want to know exactly where to get this, read on.
  
  SPOILERS AHEAD:
  
  Strange will activate Protocol 10, and you'll be told to go towards Wonder Tower to stop him. After clearing several floors of enemies, taking the elevator up the tower, and clearing the top floor of Strange' personal guard, you'll confront Strange. Someone will interfere, and Strange will blow up the tower, launching you out of it. Once you land, achievement unlocked.

  After climbing that eiffel tower looking thing (wonder tower :p), you will confront hugo strange and learn who is the other mastermind that stayed in the shadows this far; after some chitchat with both, some explosives will get activated and go boom, you'll jump from the tower's top and you'll land safe'n'sound.
