Alright, this achievement is going to come in four tiers. While that sounds daunting, you'll unlock a huge majority of it just through naturally playing and beating the story and side missions.

Tier 1: Batsuit
A lot of these will unlock naturally. All of the ones unlocked through story progression: Movement, Detective Mode, Slide, Drop Attack, Grapnel, Glide, Dive Bomb, Glide Kick, Environment Analysis, Interrogation.

The Grapnel Boost will only be unlocked after completing four of the AR Training missions. The last five will all have to be bought after each level-up: Ballistic Armor v1-v4, Combat Armor v1-v4, Shock Wave Attack, Glide Boost Attack, Heat Signature Conceal. I'd strongly recommend getting all of the Ballistic Armor upgrades, as well as Heat Signature Conceal as soon as possible. Combat is no big deal since most of the game is stealth and while in combat you can double-tap Evade towards enemies to vault over them before they hit you. I don't think I ever used Shock Wave and the Glide Boost until it came to using them to finish challenges.


Tier 2: Gadgets
You'll unlock most of these through progression as well. I can't remember exactly which ones, but as long as you're doing story mode and side missions, you'll get them all no problem. I know you won't get the REC until you save the doctor from the Joker in the Steel Mill, and you won't get the Freeze Blast until after you defeat Mr. Freeze. You'll have to buy the Cryptographic Power/Range Amplifiers, Firearm Jammer/Mine Detonator, and Freeze Cluster. The Disruptor won't be available for a while though.


Tier 3: Combat
You'll have to buy half of these. The first two rows are general combat things unlocked from the beginning, like Strike and Evade. The last two rows you'll have to buy with level-up upgrades, and I strongly suggest Special Combo Takedown, Special Combo Boost, Critical Strikes, and Freeflow Focus in that order. Being able to do the special takedown and wipe out armored enemies in combat is vital, and the boost and critical upgrades make them easier to build up to.


Tier 4: Predator
This is the only group where you can't buy any of them. All of them will unlock either from the beginning or through progression. The only one that won't is the final upgrade, Grapnel Boost Takedown. In order for that one to unlock, you need to complete the AR Training and unlock the Grapnel Boost, and then the takedown unlocks automatically.


If I made any mistakes (such as listing an upgrade as natural progression when you have to buy it), please let me know in the comments and I'll update it. I've beat the game 5 times between the console and PC versions, and I can't really remember some of the upgrades. I do know that as long as you beat story mode and complete all of the side missions, unless you're intentionally not spending upgrades after leveling-up, you should have all of them.
