Go to a fateweaver and rank up your stealth, I maxed out mine just to be safe. You might not even have to rank it up at all with my method but I still recommend it just for safety. If you don't want to rank up your stealth then try this method with a potion that makes you more stealthy or invisible. JUST REMEMBER each time you GET CAUGHT pickpocketing it doesnt count.

When ready, go to GORHART, and into THE CORNER SHOP. Directly to your left is a women named RIKKA EGEST behind a counter. Go into stealth mode (Press Right Bumper) and go over to her area so that the counter separates you from her. Also make sure you are at the side of the counter and out of the two other people in the room's line of sight. Sitting perfectly still within a short time RIKKA and the others will lose complete track of you (watch the eye meters) Now even with the counter inbetween you and her you should still be able to pickpocket her, and so obviously you are free to pickpocket items from her with minimal risk of being caught plus her eye meter doesnt go back up either. My percentage of being caught was 5% per item. I did each item one at a time until she was out. Steal them one at a time because each theft counts as a separate pickpocket. I didnt count but it was around 10 items probably more.

edit: (Credit goes to Liiami) To get the remaining required number of pickpockets just sell Rikka items and steal them back.
