If you're doing keung360's solution for "Breaking the Law" you're almost guaranteed to get this while you work at it. I drifted all over the place trying to take down the cops and this popped before I got to my 50th takedown.
If you don't get it taking down cops, just pick the koenigsegg and get some speed then turn right/left rapidly. You'll drift to a stop and get upwards of 300 drift points each time. As mentioned in other solutions, make sure you finish the race in case the game only counts when you complete. The first tier races are best for this as the cars are really slow.
