To earn a wipeout you need to get all the gerbils down with one explosion. This means you have to place all your explosives within 3 seconds of the first one. While it may be possible to do this one other levels, only the levels with the Wipeout logo can actually earn this distinction and count towards this achievement.
With that said, this cane sometimes be challenging, especially to do 16 times. Thankfully there are more than 16 wipeouts available.
