When going for this achievement, for some reason the game wasn't tracking my kills properly. Some of the kills I got by shooting or stabbing the bomb dogs counted, but my teammates seemed to steal a lot of them and sometimes the dogs would just knock me down repeatedly so I couldn't even get up to shoot them. This is the easiest way to assure you get both dogs each time with minimal problems.

During the Spec Ops level "I Now Know Why You Cry" after Nemesis blows up the second grate in the park so that you can enter the sewers, immediately run up the left side. You will soon come to a locked weapon crate; shoot the locks off and take the grenade launcher that is inside. Then just rush down the tunnel sticking to the left side, ignoring the other enemies. If a Licker grabs you, just break free and keep running..

The two bomb dogs won't spawn until you have a clear line of sight around the bend. As soon as you hear barking and they start rushing at you, shoot them with the grenade launcher. Usually both die from one hit, sometimes you'll have to fire an extra shot. Then just let yourself die and you'll get a checkpoint at the start of the sewers. Repeat six more times and the achievement is yours. This level is currently the only one with bomb dogs as of the time of writing this solution.
