This MUST be done in 'Regular' Multiplayer. Custom Games doesn't work - 9 different people killed me in a match today for Viral Month 2014. This achievement only popped when we played Quick Match.

Since the servers have been reset without any notice, somewhere early May, this achievement is now discontinued. You can still play online but the game does not recognize you having killed a developer or killing someone who has. (Everyone is stripped of all their gear and stats)
Unless a developer decides to play this game once again, this achievement will remain discontinued. Having said that, maybe the servers don't even recognize developers being a developer.
