To unlock this achievement, you need to purchase all of the weapon skills, core skills, and augments for your character. If your character has multiple weapons, you'll need to buy every skill for each weapon. All skills can be upgraded to a second level, and you need to buy those as well.

The good news is that you can get this achievement for your pawn if you want. This was great for me, since I had changed classes on my main character a couple of times early on, and that meant I wasted Dcp (Discipline) on skills I no longer had access to. However, my pawn was always a fighter, and I was able to max him out, and get this achievement, halfway between levels 45 and 46. It took about 40 hours of playtime to get him to this level.

EDIT: In the comments, N4rvick mentions that the warrior class has the least upgrades and should be the fastest to get this achievement. While this is possible, you can't become a warrior until level 10.

EDIT 2: I checked the guide and the Warrior, by far, is the fastest class to max out (although fighters are more versatile and are rented by other players more frequently). If you're looking to achieve this quickly, my recommendation is to start as a fighter and not spend any Dcp. When you reach level 10, change your pawn's class to Warrior, and then use your saved-up Dcp to start buying skills. With only one waepon class and less augments and core skills than the other classes, I'd imagine you could have a Warrior maxxed out by the time your level is in the mid-30s (if someone could please confirm, this solution will be coomplete).
