Updated 07/11/13 - information from HolyHa1fDead - "You can get this achievement as soon as you have access to the Batcave after level 2. From the mission select console select a level you have already completed (shown as a number on the map) and select Free Play then select a custom character (Custom A is in the top left corner). As soon as the level starts you get the achievement"

This is how my partner and I originally did it during co-op:
Once you have completed the Story Mode you can access Free Play where you can roam around Gotham City.

Go back to the Batcave (Start -> Return to Batcave).
Go to the Create a Character Booth on the left hand side of the Batcave.
Push Y to select the current created character and the achievement will pop.

This happened while in Co-op.
