To unlock Cooling Off you must kill 100 enemies with the ice charm equipped. The ice charm is located on Chilled Creek.

You cycle through your charms by using LB and RB. Select ice.

Now kill 100 enemies with either your sword or your bow. The enemy does not have to be weak to ice, although that helps speed up the killing process.
