Tips for those that may be reading this solution before starting the campaign:
1) Unless there is a certain weapon you truly love using, the first thing you should consider buying first will be all the Perks. This way, if you are simply just going through trying to unlock all the weapons and upgrades, it will be cheaper and may come to you faster.
Regardless of how you go about things, it will still take just as much time to get this achievement with or without the perk that reduces prices of certain items. If you save the perk as the last thing you buy, you could end up unlocking the spend 250,000 achievement at the same time you buy the last thing you need to unlock, but I will need confirmation for this.
Buying all the perks as you go through the campaign also makes grinding out the cheaper things to buy at the end quite a bit easier.
2) To gain the most benefit from this solution, I advise you to have completed 1 playthrough of the campaign already. Upon completing the campaign, you are awarded 20,000 Energon Shards for use in the Teletraan 1 store. With this, you will also have all of the missions unlocked so you can go back and play them.
3) Every time that you buy something, remember to give it a rating, it doesn't matter what your rating is, just remember press "X" to buy, then press "Y" to rate.
4) One method of obtaining this achievement you can do, is simply by just playing through the campaign twice and smashing all of the energon crates throughout the campaign. This will give you approximately enough to buy everything, but if you just want to knock this or the achievements mentioned above, then it probably isn't the best route to go with. The rest of the solution will cover the best method to use.

With some tips out of the way, the following will list everything you need to do to make getting this and the other achievements quick and easy.

The fast and easy way to get the achievement:
The root of this solution revolves around the very start of Chapter XIII just after the cinematic. In the very first room, there is a Teletraan 1 store along with energon crates that total in worth to 1200 energon shards.

The following is for those who still need to complete all or any of the above achievements, what you want to do is:
1) Load up Chapter XIII (The last level)
2) Press "B" during the Cinematic, this will skip it.
3) Dash (LB) through the room, smash and collect all the energon shards from the crates.
4) Go to the Teletraan 1 store, and buy something (such as a weapon, upgrade, or perk... not Tech).
5) Press "Start" and select Restart Checkpoint
Repeat steps 3-5 until you get to the point in which you cannot buy anything else because you can't afford it. Make sure you gather the 1200 energon shards after step 5 one last time and move on to the next steps:
6) Go up to the wall in the middle of the room with the electricity running across it and press "RB". When the wall breaks, rush forward "LB" and press "X" to initiate a cut-scene.
7) When you regain control of your character you will see the white squares in the top-right corner indicating that the game is saving. At this point, hit "Start" and "Restart Level"
8) Repeat the cycle from Step 2 until all of the achievements above are obtained.

Example of the above Steps:
You start the level with 1500 you previously earned.
You smash crates for 1200, totaling you at 2700.
Now at the Teletraan 1 store, you buy a weapon upgrate worth 1650 (Always remember to press "Y" after buying something).
You now have 1050.
Restart the checkpoint and you will have the upgrade and remaining 1050, hit the crates again for another 1200 bringing you to 2250.
Continue repeating this until you are left with the more expensive items and Reload Checkpoint will no longer work. At this point, perform steps 6 and 7 to reload the level, and repeat steps 2, 3, 6, and 7 until you have enough to buy all of the most expensive items. Remember that each time after you buy something to Reload Checkpoint before you move onto the cycle of steps 2, 3, 6, and 7.

For those who just need to complete this achievement and have already unlocked everything from the store and rated everything, continue reading below:
Now that you have bought everything from the store and still don’t have the achievement, what do you do now for the achievement?
Well, in short, you will be moving on to the tech equipment (1-time use items).
Doing the same as above, in Chapter XIII from steps 2-5, continue buying whatever you can afford, but this time buy equipment like grenades or a shield. Try to buy a set of items that will best use up all of the energon shards you are currently holding onto.
I have this listed separately from the above list of steps because when you buy disposable items and Reload Checkpoint, you start with the same amount of Energon Shards that you did when you first loaded the checkpoint, meaning that steps 2-5 can be used infinitely to buy equipment until you earn this achievement.
I only had to “Reload Checkpoint” about 20 or so times at this point, so don’t give up, the end is very near.

I made this solution as clear and thorough as I could, and I hope it helps all of those who read it. I also did my best to avoid all spoilers that I could, so I hope you guys might appreciate that as well.

EDIT: Courtesy of wes coasn, If you purchase the 2 price reducing perks last, in the end, buying everything from the Teletraan 1 store will cost you 270,000 energon shards.
