Ok here's my idea of how to get this achievement:

First up you need to play the game twice for this achievement, because you can only learn some skills, depending on witch way you chose. Voodoo or inqusition, so it would help you, if you make a save BEFORE the descision, at the swoard coast.

Also you need to get so many skills at Maracai Bay, that it make sense to play until you reached the inquisition/native camp there, before you start to work on this achievement but try to get it before you find Garcia.

Because of the saving system you DON'T need to have all the skills at the same time, which is also impossible, so it should be possible to buy all upgrade for one skill tree completly, reload and do the next one.

To do this you need 46k of fame to upgrade each skill from 1 to 9, if you have the legendary items, witch gives you +1 to your skill. For myself i bought blades to level 2 for the conter moves and cunning to level 6, to lockpick some things, before i started farming the fame. I'm on the fourth (tacaragua, swordcost, antiqua & stormisland) island right now and have around 32k. So it shoul be no problem to reach the goal of 46k before you go to the water tempel or collected all the artifacts (after that Alvarez won't teach you anymore).

Legendary Items will help you, because you need to get level 10 for the skill to buy everything for the selected skill. Some of the legendary items give you +1 in blades, firearms , toughness, cunning and voodoo. Look at the legendary guide to finde these.

GO FOR THE TREASURE ISLAND DLC! At the end of this DLC you will find a legendary object witch will give you a 10% fame boost. Also if you have the collectors editon or the treasure edition you will have a ring with 5% fame boost.

If you play on easy it should be no deal that you do not spend any fame.

When you reach the 46k make a save. Now learn the skill you want to maximum. After that you need to buy every talent for your skill, when you need gold, just sell your stuff. When you got all the talents for one skill just reload and repeat for the next one. When you get the last one the achievement should pop up.

List of the teachers you need:
If some of them ofer you a quest, take and complete them, they will unlock you maybe more skills to learn when they won't teach you all of the skill tree.

For blades:
Maracai Bay - Cordobar (Slashing skills, if he is dead go to Bill in Antigua)
Maracai Bay - Koraka (Hunter)
Maracai Bay - Valdez (Percing skills)
Antigua - Wilson (Smith)
Antigua - Alvarez (Master skills)

For firearms (only avaible if you chosed the inquisition):
Antiqua - Donovan (all pistol skills) (named Henri in the english version)
Caldera - Fernando (all musket skills)
Caldera - Godin (all firearm master skills)

For toughness:
Antigua - Spencer (Bartender skills)
Antigua - Zak (Fighter skills)
Takarigua - Alister (Distiller skills)
Maracai Bay/Your boat - Bones (Doctor skills)

For cunning:
Antigua - Quinn (Trickster skills)
Antigua - Scarlett (Harlot skills)
Islanf of Thieves/Your ship - Jaffar (Thief skills)

For voodoo (only avaible if you chosed the natives):
Sword Coast - Hikoko (Alchemist skills)
Maracai Bay - Datu (Voodoo Mage skills)
Maracai Bay - Osamu (Voodoo Master skills)
