Mine popped at 99%, the only thing not owned is PART TIME ASSASSIN. So I guess the presets aren't needed either.

That video is completely useless. A static image map with the shops highlighted using the numbers from your list would be so much more helpful.

in the pause menu go to statistics > assets > clothing, you can scroll down to see what you don't own. this won't be super helpful if you're missing something with a generic name like trucker hat , but it will narrow it down to a few shops from the above list

Actions

Since there are solutions that list how to make money and which items you need to buy, I will only state an easier way to get this achievement and the one listed below:

The Auto Enthusiast achievement in Sleeping Dogs worth 24 pointsPurchase all vehicles.

If you have enough money, save 2 times manually. I did it when I had $3,000,000, which is more then enough to buy the cars and the clothing. I loaded up my first savefile, drove around town and bought every vehicle available in the game. Once my achievement popped, I saved again on the SAME SAVEFILE YOU LOADED BEFORE. I backed out to the main menu and loaded up the second savefile, bought all the clothes and BOOM, 2 achievements knocked out without a lot of effort (fighting, stealing cars, gambling, ...).

These achievements are not needed to unlock any of the following achievements, as I just experienced!

The Rookie achievement in Sleeping Dogs worth 11 pointsComplete 10% of all missions, cases, favors, events, jobs and races.

The Officer achievement in Sleeping Dogs worth 19 pointsComplete 25% of all missions, cases, favors, events, jobs and races.

The Detective achievement in Sleeping Dogs worth 53 pointsComplete 50% of all missions, cases, favors, events, jobs and races.

The Chief Inspector achievement in Sleeping Dogs worth 212 pointsComplete 100% of all missions, cases, favors, events, jobs and races.

With that noted, buying something does not increase your completion percentage.

Edit: Make sure your clothing items are registered properly in the My Stats menu, even the ones you picked up from Lockboxes. I have 3 clothing items glitched, so it seems I can restart my entire game for only 3 freaking things.
Edit 2: I just unlocked the achievement by loading one of my previous savefiles. I can confirm you don't need any content from Lockboxes to unlock this achievement. I'm on 99% in the Stats-section, only missing the Mr. Black suit and I just unlocked the achievement. Use MeonOne's solution to purchase everything and be sure everything is registered in the Stats Menu (Press Start, scroll down to Statistics and select Assets, there you can scroll to clothing and see what you still need).

While this is a good way to save money and split this up, I'd like to note that if you hold off buying things until you get face level 10 (for the 40% off) and do all the jobs, cases, etc, prior to buying things, you should have enough money to buy everything outright. I still have a couple of jobs to do for Tran, and I'm sitting at almost $6 million HK. Some of the cars you get for Tran can be as much as $600k, so it's actually very easy if you're going for 100% completion of the game to get enough money (and I've only gotten ~$300k from betting on the cock fights so far, there's a gold stat for getting $1 million there, which should put me at close to $7 million overall).

I put a negative vote for one thing : with your method, you get easily the 2 success (cars & clothes) without fighting, gambling … So stupid ! There are a lot of achievement with fighting, gambling, … You had 20 cars to steal for Tran, that counts for achievement, and that brings more than 3 millions ! So do all missions, events, jobs, you'll get the Face level achievement that brings you 40% off … I bought all things, and i have more than 1 million in my pocket !
