Just a note to start, this guide is not for getting the Peak Performance achievement (99 overall) and when I got the Jerry Rice Award I was still in the 80s overall. The RB methods out there for Peak Performance are much easier imo, and you don't need to have good stats to dominate as a WR anyway. So on to the guide.

Make a possession receiver and make him a high draft pick and an instant starter on the Packers. I made my guy 6'8" as in Markyshizzle's guide, and started with high jumping/catching/catch in traffic ratings. It made me the #2 WR. I would suggest turning off trades, though I don't know if the computer will trade you or not. I would also turn off the fire coach option. Set the difficulty to All-Madden, and go into League Sliders and turn all the Player Skill sliders up to 100 and the CPU Skill sliders down to 0. Also turn Fatigue and Injuries down to 0, and I like to turn Holding to 0 as well so you don't get plays called back because of stupid holding calls.

Now you're ready to begin. Your goal for the first two seasons is to get as many yards and touchdowns as possible. In the GB playbook is a formation called Strong Close. There are 3 money plays in here and they are all you will need for your entire career. The first two (FL Drive and Y Trail) are for gaining huge yards and the third (WR Out) is for when you are down close to the goal line. You can actually run pretty much whatever route you want and then call for the ball by pressing A so the goal here is to basically run a deep corner to the sideline on almost every play. You can also mix it up by running a straight streak, or a deep post. More explanation below.

The Strong Close formation will have you lined up close to the linemen. This is important as it gives you more room to maneuver past the secondary, and also because you're never off the screen, which made it easier for me to run routes because I could see where I was going at all times. Pick one of the two plays mentioned above and snap the ball. What I did most of the time was run about 10 yards up the field then briefly fake like I was going to cut inside but then cut back out at an angle toward the sideline deep and press A. Then you have to go get the ball and hit Y to catch it. The receiver will not auto catch the ball for you. It will take some experimenting with the best ways to fool the DB, but generally it's best to go to the outside as it keeps you away from the safety.

One thing I also found is that audibling to "Deep Pass," which is actually play #1 (FL Drive) above, even if you had already picked that play, will often cause the defenders to creep up toward the line, making it very easy to blow right past them for a big gain. Once inside the 10 yard line, pick the WR Out play (which incidentally is the Quick Pass audible) and basically run the route on the play, pressing A as soon as you make your cut to the outside and catching it in the end zone by the left sideline.

During these first two seasons when you are racking up as many yards/TDs as possible, I would recommend purchasing the Feet In Bounds trait early on as it will help you have more complete passes when Rodgers throws too close to the sideline. I would also recommend raising your Catching and Catch in Traffic ratings to 99, and then work on Speed. I wouldn't worry about the development trait because with that extra 100k you can already have higher ratings, and as stated before, your ratings really aren't that important to this achievement anyway, but they do make things a little bit easier.

Note: Do not play the offseason games as the stats from those games do not count toward your career stats. Just sim them and make sure you win every playoff game because you need to win the SuperBowl every year for the legacy boost. I only had to win 3 SuperBowls to get the achievement. Save before simming each playoff game and if you lose just reload your save and try again.

After two seasons (I averaged 7500+ yards and 100+ TDs the first two years), change gears and start concentrating on getting catches. Don't worry about yards or TDs anymore. I had about 500 catches starting the 3rd season. Use the same two plays you've been using all along only flip them with RT and run the short drag/slant route. Stay in front of the linebackers and just catch short pass after short pass, letting yourself get tackled, and holding Y after every play to hurry up to the line and do it again.

Using this method I was able to get 40-50 catches a game. Again, don't worry about yards at this point, even though you haven't passed Jerry Rice's yards totals yet. They will come by the time you catch 1,000 more passes. Also, when you get down close to the goalline you can still use your trusty WR Out play for the touchdown. 9-10 games into the 4th season I passed Jerry's receptions record, which left me about 500 legacy short of 20,000. I then simmed to the end of the season, and the season awards such as MVP, best WR, etc. put me over and bloop!

To summarize, the stats that will get you the achievement are:
1549 receptions
22895 yards
197 TDs

This is a very time consuming and repetitive achievement, but with perseverance you can finish it and be that much closer to 1000. Another note is that at this point if you still haven't gotten the Hall of Famer achievement, you can retire and that achievement should pop as well.
