Once you have unlocked at least one power-up in each slot, make sure to always have one active for each. You can, obviously, start racking up coins spent as soon as your first power-up is unlocked. The achievement will pop during normal play once the 10,000 coins is spent. It shouldn't take too long if you just keep playing songs.
