You just have to adapt your playing style to the challenge.

1. Use a character with low or medium graffiti skill. You're not going for points, so you shouldn't be wasting time and leaving yourself open for attacks by doing anything but the vertical swipes. Tap LT to get into tag mode, do the first move of the tag, tap LT twice to back out and reset to the most basic tag (Up for someone with low graffiti skill, Down for someone with medium graffiti skill). If you're good at mashing buttons quickly, this is faster than waiting for the next command to pop up. You can knock out an XL tag in no time with this strategy.

2. Take care of the L and XL tags when there aren't any enemies who can grab you. Usually that means starting the level with L and XL tags and grabbing the S ones last, but that's not always the case; in the last Kogane level, after you get about half the tags, the less damaging knife-wielding suits are replaced with jetpack guys, who can't grab you. So in that case it's better to save the XL tags in the sewer, for instance, until after the more advanced enemies have appeared.

I think it's pretty easy to tell when it's safe to take out L and XL tags, but if you're still having trouble, leave a comment and I can work on expanding this to a level-by-level guide. I've loved the hell out of this game for over 10 years, and I wouldn't mind another excuse to play through it again.

3. Use a high graffiti capacity character - I used Tab for the entire game. This will mean less running around to find a graffiti spawn spot with available cans while enemies are chasing after you... you can just focus on speeding past tags and tapping LT.

4. As stated in Evil of Sky's review above and most guides for this and the Jet ratings, if you fail, use the guide button to return to the dashboard, then start again. I made use of this, and my achievement still popped up just fine.

5. Grinds and wall rides make you immune to grabs. If you're about to run directly into some goons who could spoil the level for you and neither grinds nor wall rides are available, sometimes a well-timed jump can save you... you can jump higher than they can.

Using these strategies, I actually had more problems with cars running into me and carrying me out of the level than I did with latchers.

Good luck! But hopefully, following this advice, you won't need it as much.

6. Apparently people have had trouble with being bumped by Onishima and having it count as being grabbed. I was avoiding contact whenever possible, but wasn't paying a whole lot of attention to whether or not I ran into him. In the end, it popped first time for me, so I can't really confirm/deny based on my own personal experience, but quite a few people have cited Onishima as their downfall, so I suppose it's probably true.
