The main reason for this guide is to tell people that this is not glitched. If you have acquired all of the ships and did not get the achievement then group them all into one convoy and go to the closest town (Save) and sell them all at the shipyard. Then re buy them all and it should unlock.

Soultion if you have the Harbour Master DLC:
If you have the Harbour Master DLC you can simply choose which ships you want to build at your shipyard. This will make this achievement much easier to get. Though you will still have to sell and re-buy them after they have been built to receive your achievement.
(I'm assuming each ship costs a different amount of resources/gold. I will add these prices once I buy the DLC and see what they are)

Solution if you DO NOT have the Harbour Master DLC:
The latest update of the game has made finding some of the more uncommon ships easier. It has also made ships appear in shipyards for towns that you own. To see what they resemble press the left thumbstick when viewing your ships. The following is locations of where the ships are most common:

Pinnace - You should try to find this ship as soon as possible so you do not miss it. I was able to find it when attacking pirates early in the adventurer campaign. It is also given to you at the start of Free Play.

Sloop - Also more common at the start of the game. I was able to find it by attacking a trade convoy later in the game. To make sure you don't scare them into auto surrender attack them with only one or two ships then board and capture there ship hopefully one will be a sloop.

Brig - This is the starting ship in the trader campaign and is also sometimes used by pirates early in the game. Can also be found later on in the game in trade and pirate convoys.

Barc - Should be the easiest ship to find early on in the game. Pirates will use it a lot and so will military convoys.

Pirate Barc - This can only be obtained from capturing it from pirates. This was fairly annoying for me to find as the pirates seemed to use Barcs more then Pirate Barcs. I was however able to find it at a pirate hideout once i reached the highest rank.

Corvette - Shouldn't be hard to find. It is a pretty common ship to buy at shipyards and is also used by pirates and military convoys.

Military Corvette - Can occasionally be found at shipyards but if you are having trouble it is easier to attack and capture military convoys as they usually have a military corvette. Most comonly found in French and Spanish towns though.

Fluyt - Found in shipyards. Most common around halfway through your ranks. It can also be found in trade convoys, military convoys and pirate convoys though it is pretty rare.

Frigate - Another common ship that will pop up in shipyards a lot. It can also be found in pirate and military convoys.

Military Frigate - Found in shipyards and is used by military convoys.

Galleon - Found in shipyards and is used by military convoys and later in the game pirate convoys.

Trade Fluyt - Can only be found in the Grand Bahamas and in some trade convoys.

Caravel - Found in towns with viceroys and is also common later on in the game in Pirate convoys.

Carrack - Found in towns with viceroys. Also found this to be most common in the Grand Bahamas. It can be found later on in the game in Pirate convoys.

War Galleon- Can only be found at Port Royale and in Spanish military Convoys.

Liner - These can only be found at Turk Islands and in English military convoys.
